CALL TO ORDER:

Frank Winter, President, called the meeting to order at 3:00 p.m. All were present and a quorum was established.

APPROVAL OF PREVIOUS MINUTES DATED: ?

No meeting held in September

TREASURER’S REPORT:

Jim Petrie presented the treasurer’s report for the Water and Sewer Association Water and Sewer completed the first month of the fiscal year with no significant deviations from the budget.

MANAGER’S REPORT: Steve Horsmon, GVM Manager, presented the report.

General Office and Budget Updates:

  1. Construction roll-off dumpster is gone for the winter.
  2. Determined that Citizen’s Printing has all the old GVM map files used for current map design. Gave them design input for the new maps to see if they can edit the old files to accomplish our new design goals. Planning to sell ads on the back of the map to help pay the expense of design and printing. $2500 in ads is possible.
  3. Viewpoint for November is complete and at the editor. Should mail out next week.

Water & Sewer Association

  1. Received full reimbursement from Larimer County for GVM wages spent on the wastewater facility. This will greatly help our carry-forward for this year and our ability to contribute more to capital. We received permission to complete backfill at the site where the old leach field line was disconnected from the system. Sent photos to the State Engineer. Effluent testing is looking better and better, but nitrates are still high. We’re making adjustments to the system next week to address this.
  2. Jerry believes we may have a small community system water leak in the 4th filing. Daily usage is up to 16,000 and normal levels used to be around 12-13,000. We’ve been looking all around to find any evidence of a leak. We have shut off water to most homes that are foreclosed and vacant.
  3. Larimer County Health Dept. is coming to visit our wastewater facility on 11-19-09 as a "field trip" for employees who are interested in the system.
  4. Annual water usage report to the State Water Commissioner is due in December. Mary and I will be finalizing the numbers this month.

Ed Schemm, Assistant Director of Environmental Health, Larimer County, wrote a letter to Frank Winter, commending the Association on the capable and dedicated staff it has at the Association. Ed listed each employee individually and especially complimented Steve Horsmon, GVM Manager.

On the subject of item B. We may have a small community system water leak in the 4th filing. Daily usage is up to 16,000 and normal levels used to be around 12-13,000 . The manager asked the board for funds ($800 including supplies) to purchase a 7 day chart recorder. Steve explained that a chart recorder records daily usage and if there is a water leak the staff will know. Tom Bizzell moved to purchase a chart recorder Jerry Wood 2nd Unanimous-motion passed.

OLD BUSINESS:

  1. Wastewater treatment plant update: The Association received $38,000 reimbursement from Larimer County for GVM wages spent on the wastewater facility. These funds will be credited to account 002 this will improve our carry-forward and allow us to contribute more to capital. We also received $11,000 in reimbursement costs.

The Wastewater treatment plant project came $35,000 under budget and those funds will be applied to repayment of the principal and interest of the loan.

The Boards discussed the letter that Ed Schemm submitted. Board members complimented Steve for his leadership capabilities and being proactive in all phases of the treatment plant.

The Board also suggested that a letter be sent to the community system members that are presently being assessed and inform them that the project came in at $35,000 under budget. The board also requested that a copy of the letter from Ed Schemm be enclosed in the same envelope.

NEW BUSINESS:

A. SIA (Subdivision Improvement Association) Meeting Discussion – 12th filing Leach Field: Steve Horsmon attended an SIA meeting 11/12/2009. For disclosure purposes Steve has kept property owners, prospective buyers and realtors informed concerning the 12th filing leach field. The SIA wants to make sure everyone is on the same page regarding questions about the 12th filing leach field infrastructure. Steve submitted a Draft response in Q&A format for SIA approval. The SIA still has 4 lots for sale in the twelfth filing. In past the SIA has directed most of it’s finances towards water issues they are now looking at putting funds toward waste water issues.
