CALL TO ORDER:

Frank Winter, President, called the meeting to order at 3:00 p.m. All were present except Jim Petrie and Tom Willard who were excused and a quorum was established.

APPROVAL OF PREVIOUS MINUTES DATED: July 15, 2009

Tom Bizzell moved to approve the minutes. Unanimous-motion passed

TREASURER’S REPORT: (Please see the Office for attached/enclosed as none were provided with these minutes)

Jim Petrie, Treasurer, absent no report given. See Manager’s report concerning Community System account 002: "The account is running under budget mostly because we have not yet begun incurring normal expenses for the wastewater treatment plant yet this year". This is good because we will have a better carry forward than planned.

MANAGER’S REPORT: Steve Horsmon, GVM Manager, presented the report.

General Office and Budget Updates:
  1. Road and Recreation 09-10 billing collections are coming in at 2% below last year at this for the end of July report. No major concerns about this as many late payments have been already been received in August.
  2. Larimer County Workforce summer intern, Josephine Davis, ended her work term on 8-14-09. She made great contributions to both office efforts and our operations inventory organization.
  3. We still have Steve Johnson and Ryan Rogers working part-time hours to help with grading, mowing, signs, and carpentry at the wastewater plant.
Water & Sewer Association
  1. The wastewater treatment plant control building is now sided and interior wallboard nearly complete. Phone line has been trenched/installed from the Qwest pedestal – we will complete the installation. All chemical feed and heat tape conduits have been installed and buried. Concrete pour for electrical line and generator room is complete. Generator has been received and placed. (Thanks to Bob Pichi for loaning his fork lift!). Electrical work is about 50% completed with all conduit and interior wiring pulls done. All panels have been mounted and light boxes installed. We are still waiting for the final State approval of the Discharge Permit. Fluidyne Corp. has is tentatively scheduled to be on site for start-up training on September 22nd.
  2. We’ve had a number of radio telemetry failures do to lightning strikes. Ralph Goble is helping to troubleshoot and repair the problems. Suppression measures have been taken, but don’t seem very effective. I’m slightly concerned about the cost of repairs on this system which were not anticipated when we installed it. Will keep an eye on it.
  3. Community System account 002 is running under budget mostly because we have not yet begun incurring normal expenses for the wastewater treatment plant yet this year.

    Frank Winter suggested and will send a letter of Thanks to Bob Pichi for lending his fork lift to GVM staff to help place the generator at the wastewater treatment plant.

OLD BUSINESS:

  1. Wastewater treatment plant up date: The manager presented a report and diagram to the Water & Sewer Board (See Manager’s report.) When the waste water treatment plant is completed we should have a healthy dollar amount left over and will bill back at least the current direct labor amount of $18,000. This money then will be deposited into the W&S operating account.
