CALL TO ORDER:

Frank Winter, Secretary, called the meeting to order at 3:02 p.m. All were present except Jerry Ryan who had an excused absence. A quorum was established.

REVIEW AGENDA:

APPROVAL OF PREVIOUS MINUTES DATED:

May 17, 2006 Minutes were reviewed and accepted by consensus.

TREASURER’S REPORT:(See Office for the attached as it was not furnished with these minutes)

Jim Petrie presented the treasurer’s report for the Water and Sewer Association (see attached). Water and Sewer is in the ninth month of the fiscal year, with no significant deviations from budget.

MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report

General Office and Budget Updates:

  1. New procedures for Senate Bill 100 compliance formally approved entered into master policy/procedure book. Need to discuss the planned update of existing R&R rules and regulations to reflect new policies.
  2. Water service shut-off notices continue to be effective in collection of past due accounts. Four out of four properties this month have brought their accounts current.
  3. Pepsi is eliminating the current vending machine agreement. We will get a new machine from Pepsi and need to buy cans from them and stock it ourselves. GVM will set price and keep all cash earned by the machine.
  4. In an effort to help eliminate moisture problem in the office basement, and Gary Ellerman’s recommendation, the leaking gutters on the office building were replaced. The garage doors on the shop were repaired and the gutters on the shop were replaced.
  5. Boot camp for six Glacier View Board Members and 1 staff member is set up for Saturday, July 22, @ 8:00 at the Wapiti Center inside Crystal Lakes.
  6. On and off failures in the new telemetry system caused by lightning. We like the system but concerned about reliability during inclement weather. We are in the process of finding ways prevent interruption i.e., surge protectors.

Water & Sewer Association

  1. New well project in 4th Filing continues. This well will address the State requirement to correct the high uranium levels in the Upper 8th Filing. New cistern (contact tank) has been purchased and installed. Plumbing connections and pump house expansion in progress. State has granted Final Approval of the design, but two additional water tests are needed.
  2. Continuing to work with the Larimer County Health Dept. on matching grant process. We have been awarded a $15,000 matching grant for leach field design and planning. Request for Design Proposal is almost complete. Had preliminary meeting with Ed Church (contractor) to discuss scope of project.
  3. Repaired water leak on Pyramid Court. This will need to be fixed more permanently before winter.
  4. Gary and Lynn are signed up for classes and exams for water and wastewater certification in July and October. Gary is upgrading to Class C Water and Lynn is going for Small Systems Water certification.

APPLICABLE COMMITTEE REPORTS: No applicable committee reports

OLD BUSINESS:

  1. 4th Filing Project cost review and pump house expansion status: Steve and Gary presented a diagram report and photos. New cistern (contact tank) has been purchased and installed. Plumbing connections and pump house expansion in progress. We are on schedule, and the well should be in production sometime in September.

NEW BUSINESS:

  1. Use of water for Demonstration Garden: (see public input) The Ecology committee asked for permission to use a small amount of water from the office well to keep the demonstration garden going. Steve stated that the well at the office is designated for house hold use only. After discussion the board agreed by consensus that the committee could use water from the well to water new plantings until 09/15/06.
  2. Water and Sewer Special Member #219 in North Rim, request for dues refund: The Roy’s ratified with the Association because they were told by the State they had to. Since then, the State has changed their position in that a 35 acre plus property should not be held to the same guidelines as a smaller parcel. Frank Winter motioned that since the Roy’s should not have been required to Ratify with Glacier View Water & Sewer Association, and acted if good faith by paying membership dues they should be entitled to a full refund. Unanimous- motion passed.

PUBLIC INPUT: Judd Adams stated he will fill his water tank from a private pond and water the new plantings in the Demonstration Garden.
