CALL TO ORDER:

Jerry Ryan - President, Water & Sewer Association, called the meeting to order at 3:00 p.m. All were present except for Frank Winter who was excused. A quorum was established.

REVIEW MEETING MINUTES DATED August 16, 2006:

The Board accepted the minutes as written by consensus.

TREASURERS REPORT:(See Office for enclosed as it was not furnished with these minutes)

W&S – Jim Petrie presented the report for Water and Sewer. We are in the first month of the new budget year, and running about 2% under budget.

R&R – Rick Snow presented the report for Road and Recreation. We are in our fourth month, with 97% of revenue collected and running 4% under budget.

MANAGERS REPORT: Steve Horsmon, G.V.M. Manager, presented the manager’s report.

General Office and Budget Updates:

  1. Roll-off dumpster is now gone for the season will return next May.
  2. Filing 12, Lot 176 Treasurer’s Deed did extinguish the Association lien discussed last month. GVM legal counsel agreed. I signed waiver accepting the settlement of $450.
  3. Filing 12, Lots 203/209 foreclosure still in process. T. Charles Wilson Insurance is looking for another underwriter with different personal information requirements of our officers.
  4. Water shut off notices pending this month for delinquent water service accounts.
  5. Received a new quotation for renewal of our Directors and Officers insurance from Philadelphia Insurance Company. Quotation is $1069 less than the quote from our existing company – St. Paul Travelers. Insurance coverage is nearly the same with a few exceptions. I recommend choosing Philadelphia Insurance for the cost savings and minor differences in coverage.
  6. We are announcing the new Saturday Coffee with the manager sessions in the upcoming Viewpoint.
  7. Board member educational article provided this month is on the topic of Defamation Claims.

Road and Recreation Association

  1. After 3 months into the budget, we are running 4% under budget. Settlement on Filing 12, Lot 176 resulted in $1,677 in Bad Debt expenses.
  2. Gate 6 mailbox cover is 50% complete.
  3. Crellin Lake excavation and dam repairs are complete. Need to fix overflow strainers before spring.

Water & Sewer Association

  1. After 1 month into the three Water & Sewer budgets, we are running about 2% under budget.
  2. We need to schedule a December Water & Sewer board meeting to discuss year end financials and how to allocate carry forward. Summary sheets are provided for board member pre-view.
  3. New well project in 4th Filing is 99% complete. Modifications to cistern #1 are complete, last manhole is set, and backfill is done. Ralph Goble has a few remaining controls to complete. Letter to all residents and the state health department will be sent this month to announce the successful project completion.
  4. Sent board approved letter to all membership regarding the wastewater project. Received only a few inquiries and some positive feedback on the communication.
  5. 7th Filing leach field repair was started as part of the Crellin Lake project. Fill dirt is drying and final grading and repairs will be completed in spring/summer 2007. Need to be very proactive in weed control at both the leach field and lake sites.
  6. Held kick-off meeting with Stantec Engineering on 11/2/06. Discussed the probable sub-surface treatment design, did site visits, and discussed the $10,000 grant opportunity with (CDPHE). Working with Ed Schemm on the application process.
  7. Lynn Johnson attended class in Pueblo and took exam for Small Water System Operator certification. Results will be known in a couple of weeks.

    On the subject of item B. Under Water & Sewer Association: The W& S Board agreed to schedule a December Water & Sewer board meeting to discuss year end financials. The date of the meeting will be posted on the bulletin boards.

    On the subject of item E. Under general office and budget updates: Bob Naftzger motioned to accept Philadelphia Insurance as the carrier for our Directors and Officers insurance, Jerry Ryan second. Unanimous-motion passed.

APPLICABLE COMMITTEE REPORTS

  1. No Joint Committee Reports.

OLD BUSINESS

  1. Horse Property Violation Status: The property owners have not met the dead line to remove one of the 3 horses. The property owner told the manager that meeting the fence construction deadline will be a problem due to finances and weather. The Board responded by stating that the fines will stay on the account and penalties will be assessed until the violations are corrected.
  2. Crellin Lake and 7th filing Leach field project status: (See manager’s report) In conjunction with the staff the Ecology Committee will be proactive in weed control at both the leach field and lake sites.

NEW BUSINESS:

  1. Proposal for cutting Christmas trees: Steve presented a request to the Board on behalf of the Ecology Committee. The Ecology committee explained that our Green Belts are too dense with trees. Upon the advice of two residents who happen to be forest professionals, it is suggested that the Green belts be thinned as dense stands of young trees, usually Douglas fir, provide fuels to mature trees and greatly increase wildfire danger. Trees should be spaced at least 15 to 20 feet apart. This also helps them resist pine beetle and other potentially deadly infestations. It was also stated that pockets of greenbelt forest are essential for habitat survival of bird and mammal species. If they were ever destroyed through fire or infestation, we wouldn’t benefit from the wildlife we see today.

    The Board agreed by consensus that as part of a greenbelt thinning project to allow the Ecology Committee members, and or GVM staff members, to cut trees and bring them to the GVM office. Beginning Tuesday, November 28, 2006, the trees will be on display and offered to GVM residents at no cost.

  2. Ecology Committee: The Board accepted the year end ecology report concerning noxious weeds and the display garden.

PUBLIC INPUT:

A resident voiced concern about the recent animal kill that took place within Glacier View meadows. The resident asked if "No Hunting" signs could be placed at the Gates. The manager responded by stating property owners that have property that border public land are welcome to post signs during hunting season. The manager also suggested we place a friendly reminder in the Viewpoint notifying members of the no hunting policy.

Jerry Ryan motioned that the Boards share the cost of employee bonus of $250.00 for each full-time employee and $50.00 for the part-time employee. Also, provide one additional holiday during the season. This date is to be discussed and agreed to by the staff. The office will be closed on this date. It is to be understood that the bonus and additional holiday is effective this year only. Bob Naftzger second. Unanimous-motion passed.
