JOINT MEETING MINUTES
August 16, 2006

CALL TO ORDER:

Jerry Ryan - President, Water & Sewer Association, called the meeting to order at 3:04 p.m. All were present except for Jim Petrie and Rick Snow who were excused. A quorum was established.

REVIEW MEETING MINUTES DATED April 19, 2006:

The Board accepted the minutes as written by consensus.

TREASURERS REPORT:

Tabled to individual meetings

MANAGERS REPORT: Steve Horsmon, G.V.M. Manager, presented the manager’s report.

General Office and Budget Updates:

  1. Deanna completed the top delinquent accounts summary for collections efforts and for Board information.
  2. Mary has processed numerous property transfers – 12 Improved and 13 Unimproved properties have changed hands since June.
  3. Roll-off dumpster still popular and has been filled and replaced 3 times this year.
  4. There is about $60,000.00 in past due accounts. Twelve of these accounts are in foreclosure.

Road and Recreation Association

  1. New "black base" road treatment on has been completed on:
        1. 1600’ of Eiger Rd. near Riddle Lake
        2. 800’ of Meadow Mtn. near Bobcat Mtn. Ct.
        3. 600’ on Bobcat Mtn. Ct.
        4. Chimney Rock (2" rock)

    Planned this month:
        40’ Gate 5 entrance (hot asphalt – to prevent constant pot-holing)
        40’ Gate 3 entrance (hot asphalt – to prevent constant pot-holing)
        200’ Gate 4 entrance (black base)
  2. Road and Recreation 2006-2007 billing was completed in the last week of May. We have collected $252,600 or about 85% as of 7/31/06.
  3. 4 ARC violation letters sent this month. Ongoing ARC and horse violations in Filing 7 are being worked. Owners informed office that they plan to file harassment charges on some neighbors and possibly the R&R Association. Neighborhood conflict with these owners is also a subject in New Business on today’s agenda.
  4. July Weed Workshop/Festival was fairly successful. Association has purchased herbicide and will disburse to residents at no charge. Sprayer tanks are being purchased with the grant money awarded to the Ecology Committee. See the September Viewpoint article about the results of the workshop.
  5. Repaired damage mailbox at Gate 6 after apparent vandalism. Manager also reported vandalism to the grader and the pump house door in the 12th filing.
Water & Sewer Association
  1. New well project in 4th Filing continues. Pump house addition is "dried in" and we are working with Ralph Goble on the electric control/rerouting plan as well as new pump selection for the new cistern. Manhole valve systems have been built and are being installed. Connection of the old cistern to the new cistern is in progress. The last 2 water tests (Fluoride and Cyanide) will be sent in this week.
  2. Continuing to work with the Larimer County Health Dept. on matching grant process for new leachfield engineering and design (total of $30,000). The Request for Proposal has been sent to a list of engineering companies by the Larimer County Purchasing Dept. We have a Pre-bid orientation meeting scheduled at the office on Tuesday, 8/22 at 1:30 pm.
  3. Large "leak" in the 4th/7th filing system was measured during the week of 7/31/06. An additional 10,000 gallons/day was being lost. We searched for 3 days without luck and the water loss stopped on it’s own at the end of the week. We suspect a running toilet in a part-time home.
  4. Gary completed water and wastewater class and exams in Leadville – awaiting results.

OLD BUSINESS

  1. None

NEW BUSINESS:

  1. Board Member Code of Conduct – Obtain Signatures from new board members
  2. All Board Members who were in attendance signed the revised Board Member Code of Conduct.
  3. Member complaint regarding issues with neighbors: Property owners in filing 7 outlined their complaints about illegal horse riding across their lots and numerous other covenant violations by a specific horse property owner in Filing 7. The manager responded by outlining what has been done regarding the covenant violations. The Board instructed the manager to address the remaining violations by sending a letter to the property owners. Board Member Diana Lustick also said that she had been in contact with the owners and will have discussion about options for the third horse.

PUBLIC INPUT:

The Ecology Committee is having a weed workday on Saturday, August 19. The committee invited residents to come and bring work gloves. A resident was concerned about the condition of the leach field in the 7th filing. The manger responded that he is aware of the problems at the leach field. In fact, the Board has visited the site and has a plan of action. If time permits, the staff will bring in fill dirt and remove the weeds before winter. It was also mentioned that the fill dirt will come from Crellin Lake.
