CALL TO ORDER:

Rick Snow, President, called the meeting to order at 3:21 p.m. All were present except Cal Bruxvoort and a quorum was established.

TREASURER’S REPORT: (See enclosed)

Mike McKay presented a synopsis of the financials for the Road and Recreation Association. Road and Recreation completed the twelfth month of the fiscal year. The 2009-2010 ended in good shape. The total income budget ended @ 109%. Total expenditures ended at 90.15% with a remaining carry-forward of $114,521. Capital reserves ended at $141,946.00. The Board reviewed and accepted the Treasurer’s report.

MANAGER’S REPORT: Steve Horsmon presented the Manager’s Report (inserted below).

General Office and Budget Updates:

  1. The Friday Social and the Annual Meeting went extremely well. Thanks to the board members, our staff, and all the volunteers for making it go so smoothly.
  2. The Road and Recreation budget ended its 08-09 year in good shape. Total income was higher by $38,000 due to better than expected collections on past dues, late fees, and a higher carry-forward from last year. Expenses were in line with expectations except for the refund of many old ARC clean up deposits. This effort to clean the books of this liability resulted in an additional $6,000 in operating expenses. However, with personnel and road expenses running lower than expected, we beat the budget expectations for carry-forward in the 09-10 budget.
  3. We hired a Larimer County Workforce summer intern, Josephine Davis, to help us organize our maintenance inventory, and set up an inventory list for expensive parts. She is also helping with sign painting and various office duties.
  4. We have renewed the combined Road and Recreation and Water and Sewer Assoc. liability policy for $1 more than last year’s premium, $11,693.
  5. As discussed at the May meeting, we have purchased the used Maxey 7.5’ snow plow from resident Jerry Blanz for $3000. Maxey Truck will install this on the Dodge 2500 pickup for $1300 before winter.

Road and Recreation Association

  1. We have mowed 11 greenbelts so far this summer. This is working well to help suppress weed growth. We also contracted with Fortay Land Management to spray road sides and greenbelts as designated by Judd Adams and myself. Cost was $1400 for the spraying. We expect to spray again in the Fall
  2. Part-time road grader, Steve Johnson, has been making good progress in helping us to get roads back in shape. He is working most Fridays and Saturdays and sometimes on Sunday.
  3. Riddle Lake and Batterson Lake are full and looking good. Crellin Lake is continuing to fill and is higher now than anytime last year. The lake report from Flywater, Inc. was submitted to the board at the Annual Meeting. We should discuss the results at the next board meeting. In general, the health of the habitat at all 3 lakes is very good, including water test results and food source. Riddle Lake’s seepage problem will take much more data collection. A final fix to the seepage may be limited to lining the entire lake with plastic at a cost of at least $300,000 dollars. Bentonite is not recommended for a long term solution.
  4. New gate signs have been installed at Gates 15, 14, 13, 12, 11, 10, 9, 8,7, 6, 5, and 4. We have gates 16, 3, 2, and 1 remaining. We have gotten mostly very positive feedback on them. There are some comments about the readability of the signs.

On the subject of the Road & Recreation item C: Riddle Lake’s seepage problem. Further discussion tabled until the next Road & Recreation Board meeting

COMMITTEE REPORTS:

Architectural Review Committee (A.R.C): Jerry Blanz, A.R.C., Chairman, spoke for the committee. Jerry stated that there is a normal amount of A.R.C. applications for this time of year. Most of the applications are for simple things like sheds. There are no ARC related problems to discuss at this time. Jerry also stated that he thinks the ARC is getting a more positive response from the community.

Ecology Committee: No report given

COMMUNITY ACTIVITY REPORTS:

Glacier Gals: Ginny Blanz, President, reported for the Glacier Gals: Ginny thanked the membership for a successful bake and plant sale at the Annual meeting. Ginny invited the membership to the Glacier Gals annual picnic being held July 15th, at 5:00. This year’s theme is a Hawaiian Luau.

OLD BUSINESS: None

NEW BUSINESS:

  1. Backhoe Service: Board member, Jere Wallack, asked the Road & Recreation Board to consider providing an additional backhoe service of burying tree stumps for residents. Due to excavation, there are properties in Glacier View that are left with large up rooted tree stumps and no easy way to dispose of them. Some residents drop the stumps into the slash pile which is a fire hazard and a problem for the fire department. Mike McKay moved to provide an additional backhoe service of loading large tree stumps into a truck/trailer or burying the stumps for Glacier View residents at a reasonable hourly rate. This service is contingent on the availability of the backhoe and ability to dig a hole large enough for the stumps. Due to conflict of interest, Jery Wallack abstained from voting. Remaining votes unanimous - motion passed.
  2. Covenant Complaint: Member complaint regarding issues with a neighboring property in filing 7. The complainant stated that in 2006 this property was in violation for 3 horses, illegal fence and junk in the yard. They did get rid of the 3rd horse, removed the illegal fence and most of the junk. However, since that time the trash around the house has gotten continually worse. There are piles of debris, two couches, an unfinished playhouse/doghouse, trampoline, toys scattered everywhere, and vehicles in the front yard. There is an unfriendly sign at the driveway and appliances under the deck (refrigerator/washer) there is plywood fencing being used as shelter for the horses. There is also a problem with dogs constantly barking. The complainant acknowledged not all of the above items are against the covenants but look "junky". The member asked that the Board follow the Policy that Glacier View Meadows has in place for enforcement of covenants and rules. The complainant suggested that the Board send a letter to the property owners and list each violation and the penalties for not correcting the violations. After discussion the Board instructed the manager to address the covenant violations by first, sending a letter to the property owners, then as per our policy and procedures, follow the guidelines we have in place. There was discussion concerning other properties that have clear covenant violations. The Board and manager agreed that letters should be sent to all properties that have the same urgency of covenant violations.
  3. Board Member Recognition: Jere Wallack, Secretary, asked that Jack Carroll be recognized for his service on the Road & Recreation Board.

PUBLIC INPUT: A resident asked about the ARC policy concerning temporary electric fences. It was explained that all fences should be approved by the ARC. The resident mentioned properties that have electric fences, and one stockade fence. The manager stated he will visit the properties. The resident also voiced concern about a contractor spraying trees for pine beetle in high winds and not wearing protective gear.

 

Rick Snow moved to adjourn at 4:40 pm. Unanimous-motion passed
