If the title sounds a little confusing to you, you are not alone. However, understanding the legal meaning of these words is important.
One responsibility of the Glacier View Meadows Association is to educate current owners and prospective owners about the governing rules and regulations for our community.
This section will provide a brief overview of the relevant documents and what they mean to all of us.
There are many communities like ours in Colorado and they are commonly referred to Covenant Controlled Subdivisions, Common Interest Ownerships,
and/or Homeowners’ Associations. The portion of the Colorado Revised Statutes that governs communities like Glacier View Meadows is called the
Colorado Common Interest Ownership Act
or CCIOA. Among other things, the purpose of this act is to "establish a clear, comprehensive, and uniform
framework for the creation and operation of common interest communities." Entire documents can be found on the internet by typing "Colorado Common Interest Ownership Act" or "CCIOA" in your
search engine.
There are two Associations created to manage our community and they are the Road & Recreation Association
and the Water & Sewer Association.
As required by CCIOA, Glacier View Meadows has created governing documents and most of them are available on the website www.glacierviewmeadows.com.
All board members, staff members, and residents are required to understand and follow the governing documents for each Association. Please refer to each Association main page but here is a partial list of the documents
along with a brief description:
Road & Recreation Association
- Glacier View Meadows Road & Recreation Association Articles of Incorporation 1/29/1973
(This document formally and legally establishes the Road & Recreation Association as a non-profit corporation with specific rights and responsibilities.)
- Protective and Design Covenants, Master Declaration for Glacier View Meadows – 11/2/1972
(The general purpose of this document is to provide for the
preservation of the values and amenities of Glacier View Meadows, to establish standards, to insure the beauty and investment value of the area, provide for adequate
management, and to provide for the maintenance of open spaces and common facilities. It declares that all property owners are bound by the covenants.
Many other legal rights, responsibilities, and provisions are also defined here.
- Supplemental Declarations of Covenants
(These documents were created specifically for each filing (1-12) between 1973 and 1981 and specify additional requirements for road use, types of buildings,
home occupations, trails, and horses. Some of these documents also have additional Water & Sewer Association declarations.)
- By-Laws of Glacier View Meadows Road & Recreation Association
Revised 6/29/2002 (This document clearly defines how the R&R Association will operate. Topics include definitions, management structure and duties,
membership rights, fees/penalties/assessments, meetings, By-Law amendments, and committees.)
- Glacier View Road & Recreation Association Rules and Regulations
Revised 2/2000 (This document defines a number of general Association rules covering animals, campers/trailers, fishing, hunting, nuisances, fireworks,
traffic, trash, and penalties.)
- Glacier View Meadows Architectural Rules and Regulations
Revised 2/15/2003 and 9/15/2010 (This document is authorized by the Covenants and defines the role of the Architectural Review Committee and the responsibility of
owners who are planning any type of construction. Specifically covered are the application process, building types, materials, colors, fences, driveways,
towers, RV’s, home-based businesses, property repair, vehicles, and violation enforcement.)
- Glacier View Road & Recreation Association "Uniform Schedule of
Penalties". 4/25/1998 (This document defines specific penalties applicable to a variety of violations. Violations of Covenants, By-Laws, Rules &
Regulations, and Architectural Rules are included.)
Water & Sewer Association
- Glacier View Meadows Water and Sewer Association Articles of Incorporation 3/18/1975
(This document formally and legally establishes the Water & Sewer Association as a non-profit corporation with specific rights and responsibilities.)
- Glacier View Meadows Water and Sewer Association Master Declaration 2/25/1976 (The general purpose of this document is to define the Water and Sewer
management obligations, establish the properties which are subject to the covenants, and implement and provide for the enforcement of the Water Court Decree, known as the
Glacier View Meadows Water Augmentation plan. Many other legal rights, responsibilities, and provisions are also defined here.)

Policies, Procedures & Forms
- The Glacier View Meadows office has a Master List of other policies, procedures, and forms which apply to office management, operations management,
billing, complaints, etc. Many of these policies and procedures are the result of motions passed over the years by the Boards of Directors for both Associations.
These policies and procedures are readily available for review by any member of the Association with advance notice. Also, we maintain a history of all Board motions
passed since the creation of the Association
